Remove cents
Can you please remove cents from my apple id so i can change cauntry/region please

No we can't, we are fellow users and obviously can't do that. Contact iTunes Support and ask them to do it : http://www.apple.com/support/itunes/ww (click on your country's flag, the country where you now live, and which is therefore the country you will be changing to ; click on Contact Support towards the top right ; click on Get Help under 'Talk To Us’)
