I can't seem to find the original version 10.13 of macos High Sierra. I'm running a mid 2010 Mac Pro that won't allow me to install later updates of macos High Sierra. Is there a download available anywhere or would I need to purchase an installation CD from ebay?

Any High Sierra installer app should let you run it on a 2010 MacBook system. What happens when you try (what errors or more details needed) and what exact version/name of the installer are you trying to use?

So what version of macOS is the Mac Pro running now? And what version of macOS do you want to install?
2010 Mac Pro can run all versions of macOS up to and including Mojave, or macOS 10.14 (but not Catalina or 10.15).
So what happens when you try and install the latest 10.13.6 version of macOS -- need more than "won't allow me to install" to help very much.

It's a Mac Pro (desktop mid-2010) and it will not let me install any version of High Sierra later than 10.13.
