replacing a broken iphone

My son got a replacement for a broken iphone. We received it at a place where he doesnt have access to either his phone(its broken) or his mac mini. When we turned on the phone, the message came up that a code was sent to his other device. We don't have access to his other device. What can we do?

Follow the instructions here under "Get a text or phone call" here: https://support.apple.com/HT204974


You will need to take the SIM card out of the old phone and put it into another phone to be able to get the verification code.
