Apple Pay verification issues

I tried adding my debit card to Apple Pay and called the number TWICE to get my debit card verified. The two agents that I talked both had Indian accents and could barely understood me, even to the point of typing in the WRONG digit due to barely being able to speak English. Is there a way to add my debit card to Apple Pay WITHOUT having to deal with a call center where the agents could barely understand English?

Check your Apple ID region to make sure it is correct and make sure the region is correct on your device. Make sure you are using a passcode, Go to these links and make sure you follow the instructions on each one - Countries and regions that support Apple Pay - Apple Support

My problem deals with the CALL CENTER, NOT THE APPLE ID REGION. The problem that I am having is that THE CALL CENTER AGENTS HAVE A HARD TIME UNDERSTANDING ENGLISH AND HAVE MESSED UP THE VERIFICATION PROCESS BECAUSE OF IT. Sorry for the all caps, but I don't need the "official" answer from Apple since that is not the issue, but rather call center agents that have a hard time understanding English.

You do not have to call anyone to add your card to Wallet. You either need to do it in the Wallet app by pressing the + sign or thought settings>Wallet & Apple Pay. I do not work for Apple. I am a volunteer trying to help you and that post I made is the first step in that process. Try adding a card through wallet and if you get an error, take a screenshot and post it (delete any personal data)
