Is it possible to activate and use the Apple Watch Series 5 ECG app here where I live?

Greetings, I recently bought an Apple watch series 5 in a Miami store. I live in Bogotá, Colombia and really need to use the ecg app to monitor my heart. Is it possible to activate and use the ecg app here where I live? Thanks for your help, health matter that would really help me to monitor my heart condition.
