Programming F keys on numeric keyboard

On my 2011 iMac with numeric keyboard I programmed the F19 key to do a partial screen grab (Command/Shift/4).

On my new 2019 IMac with new numeric keyboard I don't see how to program the F19 key to do that (or do anything!).

Please help.

System Preferences > Keyboard > Shortcuts > Screenshots. You should be able to replace Shift Command 4 with F19 by clicking on the Shift Command 4 then pressing the F19 key.
