Intermittent stutter pulses on Bluetooth

iPhone 11pro. Latest iOS updates. 2 different Plantronics model of headsets and streaming audio to a car radio. I get these pulses or stutters where the Bluetooth seems to momentarily lose connection but never actually disconnects from the device. These stutters are about 1 second apart and last about 30seconds and will stop. The caller on the other end hears the breaks in conversation as well. This is happening on 2 different headsets and my radio as well. The headsets are updated to the latest firmware as well. I was running the iOS 13 beta on my iPhone X prior to purchasing the new IPhone 11pro. I’ve tried everything to fix this to no avail. Is this a chip issue with my phone or a software issue? I can’t find anyone on the internet with exactly the same issues.
