Macbook safari history clear button greyed out

I have a MacBook Air version 10.15.1 and am having trouble clearing safari history. I like to clear history to keep things clear and tidy. I went into safari history to clear history and in the corner next to the search bar there is a clear history button that is greyed out. I am also unable to clear it from the dashboard up top and am unable to select and delete sites in history. It would be great to know if I changed any settings. I have been looking for ways to reset history or safari settings but all of them are either are too old for my version or are not helping my situation.

What is Safari/Preferences/General/Remove history items set to? Try booting into the Safe Mode to see if you can clear the history.

If it works in the Safe Mode, try running this program when booted normally and then copy and paste the output in a reply. The program was created by Etresoft, a frequent contributor.  Please use copy and paste as screen shots can be hard to read. Click “Share Report” button in the toolbar, select “Copy to Clipboard” and then paste into a reply. This will show what is running on your computer. No personal information is shown. If the log won’t post, try posting it in Pastebin and provide a link in a reply. After pasting the report in a PasteBin page, go to the top of the page, and copy the address in the URL bar.
