Emoji keyboard no longer accessible on iPad
Have you tried a hard reset of your iPad by holding down both the Home and sleep/wake buttons simultaneously until your iPad goes to black and restarts with Apple logo, then release the buttons?

Try updating to iPadOS 13.2.3 to see if it resolves your problem.
This did not resolve the issue
Appears I can no longer use Bitmoji if I am going to also use emojis
