When submitting itunes support form, I get a 403 forbidden error.

I am trying to get into contact with apple support because one of my credit cards which is not linked to any apple id of mine, keeps getting multiple charges from APL or ITUNES every month. I am trying to access support through apple's support website. On the site there is a link for itunes support which takes me to a form where i fill out my name, email, and a description of my problem. When i click submit that is when I get the 403 Forbidden error on the following web page. Is there an email address I can use to get assistance with this matter or another link to use to get support or maybe a live chat?
