Possible bug with the mail app. I have 3 accounts in my mail app and when opening the all inbox portion there are no emails showing up, but they are showing up individually in my exchange and Gmail but are not being listed in the all inbox. To access I have to go into each mailbox separately instead of having them all listed under one. Is anyone else having this issue? I have an iPhone 11 Pro Max running 13.2.3.

I have same issue. I did figure out a work around. Tap the icon lower left corner and uncheck the box that filters by unread. It now shows all email. Not correct but better than going to each inbox.
I just fixed it. Go to accounts and passwords. Open each mail account and turn off mail. In my case I had 3 accounts. Get out of settings. You should see the mail icon not showing any numbers. Go back into settings and turn each account back on. My all inboxes is now back to normal.
