How can i make sure that when i removes a video from my phone it will be saved in the cloud?

I have iCloud storage but my iPhone has no storage. How can I make that is when I delete Large attachments from my phone that I will still have it in my cloud?

Not sure what you mean by icloud are you syncing to icloud or backing up.
