video and iphone storage

How do I get my videos off of my phone to open up more storage on my phone----I do not see todays or yesterdays videos in my icloud either

Can I delete videos from my device and still have them on iCloud ? I am reaching maximum storage limit in my phone. If I choose a 200 GB iCloud plan will I be able to delete photos and videos from my phone storage while still maintaining it in iCloud? I tried to find articles online but there is no clarity on whether it can only be freed up from phone. How can i make sure that when i removes a video from my phone it will be saved in the cloud? I have iCloud storage but my iPhone has no storage. How can I make that is when I delete Large attachments from my phone that I will still have it in my cloud?
