13.2.3 - apps no longer update

After upgrading my iPhone 8 to iOS 13.2.3, app updates can no longer be downloaded. I get a badge on my app store that there are updates, click my picture in the top right to see the updates, but when I click the update button next to an app (or the update all button) the update button turns to a circle briefly, then reverts back to saying "update". I've tried signing in and out of the app store, and signing in and out of icloud on the device. I've also tried restarting multiple times. Has anyone had any similar issue or found a solution? I have made no other changes my normal setup than installing 13.2.3.

Hi there, after scrolling thru this forum I’ve seen it’s happening to multiple people since updating to 13.2.3....obviously a problem on their end as it’s effecting all my devices under the same Apple ID...neither my iPhone X nor my iPad Pro can update current apps or download any app at all off the App Store 😒

It actually just randomly starting working again yesterday afternoon with me taking no action on the device. To me this indicates an Apple server issue and nothing local to the device.

Minor update, I am able to download new apps successfully. I just can't update my existing apps.

I have this same issue now with my iphone xs, my sons iphone 7plus & his 2 gen 6 ipads (school & home) my ipad air still works.... only because i havent updated it. Except we cant download ANY apps even tried to put a new one on for my sons new banking card & thats coming up with the error unable to download the same as the updates. Have reset all settings with on change.

Would be good it they have managed to fix the exchange mail bug (had issues when i fwd on works creditor invoices to our parts guy the attachments weren't sending even though i click to include & download full msg.
