I just bought an iPad Pro 11 inches from Walmart Canada. It states manufacture year as 2018. Is this model capable of magnetically charging Apple pencil 2nd generation?

Yes and no, the iPad Pro 11-inch uses the same exact technology that is inside the iPad Pro 12.9-inch (3rd generation).
When Apple first released the iPad Pro they released a 9.7-inch and 12.9-inch. The following year they released the 10.5-inch and 12.9-inch (2nd generation). The next year they released the 11-inch and 12.9-inch (3rd generation). Technically the 11-inch is the same as the 12.9-inch (3rd generation) however it is the first generation of the 11-inch model.
