Enroll to Apple developer program not be completed at this time

i created an apple id with an account Gmail, but when i enroll to Apple developer program, the page shows "Your enrollment could not be completed at this time", how ever if i tried to enroll with my personal apple id "xxxx@hotmail.com", it works

Unable to sign in to Apple developer I have an Apple ID. I want to create an Apple developer account using my Apple ID. But, I am getting the following error: "your apple id is not eligible to use this application at this time" These are the steps that I followed: Went to Apple Developer Clicked on "Account" Page redirects to https://idmsa.apple.com/. I put my Apple ID and password there. Got error "your apple id is not eligible to use this application at this time" Can someone please help?
