after updating to ios 13.2.2, unable to connect to internet on a guest wifi

After updating my iphone 8+ to 13.2.2 I am not able to connect to internet on any guest wifi. I tried renew lease, delete DNS, soft restart iphone, forgot wifi network, resent network settings, but nothing works. At my home wifi, it works perfectly fine. I am on limited data plan, after this update I am not able to use public wifi at all. Is there any other solution which I can/should try to make this works? Or is there a way to downgrade to earlier version of IOS without loosing my data?

Is it possible that these guest wi-fi connections are captive networks? See this, Use captive Wi-Fi networks on your iPhone, iPad, or iPod touch - Apple Support Otherwise, what is happening when you try to connect?

Also, Apple does not provide a path for downgrading, so it cannot be done.

At that point, the only thing that you can do is contact the owner of that wi-fi. Generally, if I have difficulty getting a captive network to provide their login page, I type 1.1.1.1 into the address bar and press enter. That will generally force the login page to appear.

If this is not a captive wi-fi, then see this for hints on getting a connection to a wi-fi network. If your iPhone, iPad, or iPod touch won’t connect to a Wi-Fi network - Apple Support
