Why Memory in iMac (21.5-inch, Late 2015), and iMac (Retina 4K, 21.5-inch, Late 2015) is not upgradeable?

That is correct, RAM is not upgradeable. Later models (2017 & 2019) RAM is upgradeable on 21.5" models however only by a an independent AASP. It is not designed to be user upgradeable as upgrading is extremely difficult.
