I just upgraded to Catalina and there is no Overscan or Underscan adjustment on the Disply Settings any longer. How can I adjust Overscan so the Mac screen does not go beyond the edges of my display?

Try using extended desktop mode instead of mirror display mode. Mirror display also mirrors the display resolution. Extended desktop mode allows you to select the native resolution of the external display.
