Is it normal for my AirPods from June 2017 to now only have about a hour of juice? Left and Right are always very different charges. Also the battery indicators are off. The phone will go from saying 9% to 85% after a minute of charging. Stuff like that. Are they toast? Is this the expected life span?

How long the battery will last depends on how they were used and the environments they were used in. They are also very small batteries. You can get them replaced: AirPods Repair - Official Apple Support
Thank you. I found it's $49 each plus $6.95 shipping for battery service if they agree to it. That's about two third of the cost of gettin new ones which might be worth it if they are actually replacing them. The case battery is getting iffy too, but that is less important since it's easier to let charge.
