why do I have a monthly charge for $.99 and a new one for $9.99 for iTunes? Do I need both charges?

We are fellow users, we won't know what you've subscribed to, not whether you need both. See : If you see 'itunes.com/bill' or an unfamiliar charge on your statement - Apple Support
