I have been gifted this iPod Touch and I don’t know how to turn it on? Can Apple help me with activation?

I have been gifted an iPad and it’s not activated.

i would like my kid to use it but I think it was previously stolen.

this screen keeps showing up and I would like to use it for my child. Is there any way Apple can help me with unlocking it? I’m a loyal Apple user and have purchased many devices in the past and never had this issue. This was a gift and I would like to use it aswell.

i think this is a very old device so I hope Apple can help me. Thanks
