iPhone 11 Pro Max unresponsive screen and buttons when unplugged from power

New iPhone when not plugged into a power adaptor or computer. Volume buttons do jot function and side button does not function. Also occasionally touch functional becomes unresponsive to the point of not being able to move from screen to screen and only being able to open apps on the screen your on, but unable to close them.

when plugged back into a power source everything becomes functional again.

once removed volume goes all the way up and once a volume button is pressed. Goes back to unresponsive state above.

I have attempted a force restart (when plugged in as this is the only way). And a full factory reset (which holds same results as above) and a restore (with no change in problem)

running most current ios 13.2.3 only had phone since Monday night from verizon. So at the time of post 3 days. Has not worked since. And haven't had time to go back to verizon during store hours. So any help or thought would be appreciated.
