I sent a message and then blocked someone so that they could not contact me again. The message did not come up with a delivered sign so will the person not see this message?

Blocking only affects messages incoming to you, not outgoing messages.
Doesn't matter. Blocking someone does not stop you from sending them messages to them. If you sent the message, then blocked them before it was delivered, you wouldn't not get a 'delivered' message indicating they got it.
