magic keyboard don't work properly on el capitan

The minimum OS requirement for the Magic Keyboard is 10.11, but did you check that your Mac is covered, only certain Macs can utilise the Magic Keyboard. See the screenshot below.

What exactly is your problem? If you provide details, someone can probably help. Also specify what model keyboard you are talking about. The current magic keyboard tech specs say 10.11 El Capitan should work.

Most people are now moving to 10.15. I recommend you upgrade as well to at least 10.13 to avoid increasing compatibility problems.

If you check the one he says he bought:

you will see it is actually 10.12.4

Nobody here can tell you why Apple did not make that particular keyboard compatible with 10.11. Perhaps you can return it?
