I cannot see all my photos in iCloud on windows PC

I downloaded iCloud for windows and installed it on my PC. I can see some photos from last month in the downloads folder but not all. How can I download all of the photos that are in iCloud from my phone to my PC? I have like 20000 photos. I am running Windows 7.
