iCloud issues

I’ve bought iCloud storage plan of 200 GB which I’m using it last 4 years, after changing to my new 11 pro max

I’m repeatedly getting the message saying that you don’t have enough storage space

Actually my data is only 54 GB of 200 is used

please kindly help me to backup my new phone
