Photos and Itunes

So years ago i could make forlder and move around my photos in Itunes. Now with the update i cannot.

My photos are sync between my windows computer "Icloud" and my "Iphone8".

when i connect my phone to Itunes I see the phone icon and i then click photos. Once this is done I do Not get the Sync option menu.

  1. what is going on?
  2. Can I still put photos into Itunes, make folders and move, delete etc.....or is that naw all gone with the new updates.

HELP...!!
