NO WINDOWS AVAILABLE MESSAGE

Under Mojave, I've restarted my MacMini and get a "No Windows Available" message whenever I click on anything on my desktop or an app in the dock.

Mac mini, macOS 10.14

Try booting into Safe Mode, amd see if you can gain further access into your Mac.

Failing that, try to boot into Recovery, and get a current backup to external (scratch) storage, then try repairing.
