Notes Application: my wife and I both have the iPhone X. Her notes application has the tool bar, mine does not. We both have the same updated phones. I can find no helpful information online to assist in getting this tool bar to show up in the app.
Any assistance would be appreciated.

Thanks for posting your question. If I understand correctly, you're looking for the toolbar in the Notes app on your iPhone. Is that right?
Are you referring to the bar at the bottom with the Camera icon, font sizes, and Markup tools? If so, you should just need to click the + icon that appears in lower right when you start typing in a note.
