Face time and iMessages waiting for activation error

Hi everyone. I have done every possible fix I have seen on the internet to fix my “waiting for activation “ message I get on my phone. Yes I have the latest iOS. Yes I have reset my phone. Reset my network. Toggled on and off iMessages and FaceTime. Contact my cell carrier and they confirmed I can send international sms. Cause I was charged already but IMessage and FaceTime are yet to activate. Please help
