Facetime activation unsuccessful

Hi! I am using an iphone x. Recently I bought a new sim and want to activate iMessage and FaceTime for that number. But every time i try to activate it i get charged for sms but it dosnt get activate. It says activation unsuccessful. I off them and restarted my device too. But still the same error message. My network provider asked me to get support from Apple because they couldn’t fix it.
