Getting pics back to phone from icloud

I was having some problems with some photos on my iPhone not loading. I have plenty of data space so that was not the issue and one of the tricks I read was to sign out of iCloud and then sign back in. When I did that the majority of my photos did not return to my phone. I can access them on iCloud but I want them back on my phone. Any suggestions how to get all of the photos from iCloud back on my phone and I do have sufficient storage on my phone to do that. Thank you
