Recommendation in Manage Storage section says activate "Store in Cloud"

After updated to Catalina, I checked yesterday my storage on system preferences>storage>manage> recommendations. , I see clickable "Storage in Cloud".

On iCloud setting under Account settings, everything is fine about iCloud Drive and others. Photos or others store in iCloud , desktop documents etc. too

But as I said in manage storage section, I see this and when I click "Storage in iCloud" I see this error box:

""Your password is required to enable iCloud Photo Library.

Open Apple ID in System Preferences to turn on iCloud Photo Library """

MacBook Air 13", macOS 10.15

This issue is still not resolved. As you see, several users claim they are moving forward with the issue - ignoring it and not resolving. This is still an issue for me. Also discussed here: https://discussions.apple.com/thread/250879895?page=1

of course, I've used these for years. I've never seen this issue. I logged out and log in again 15 minutes ago, And now my desktop and others moved another folder that called "iCloud Drive (Archive)". Anymore I've different 2 desktops

I mean I logged out and log in back, my documents and desktop folder didn't download files back from iCloud Drive, and if I add something my new empty desktop, doesn't effect drive desktop, im checking on iPhone File app.

My everything are still in drive, but on Mac can't sync desktop and documents now.

I think its Catalina problem
