Can't enable iCloud photos unless purchase storage in catalina

My macbook air won't let me enable iCloud photos checkbox unless I subscribe for additional storage.

My iCloud is full but I don't want to subscribe and keep my free 5GB plan.

I can't check the box to sync photos in my account settings. Every time I try to check the box it pops up the screen to upgrade the plan. If I don't choose any paid plan, it won't enable the next button and I get stuck. Anyone have the same issue?

If you want your photos in iCloud storage to sync with other devices, you need icloud storage. If it’s full, you have 2 options:

have a look at what’s stored on iCloud and see if you can delete things. Take care: as iCloud is a sync service: what you delete on icloud will be deleted on all your devices!
buy more icloud storage
