Unable to change desktop image

My background image always stays as the default Catalina background. I can't put my own wallpaper or choose a pre-installed image. If you've experienced this before and fixed this problem, please let me know.

Catalina: desktop background is in the foreground for some software Hi Since Catalina, my screenshot software (SnapNDrag) always sees the desktop background as the foreground, no matter what I want to make a screenshot of.
