Is an Iphone requiring a passcode useless if person is deceased .

My friend passed last year and we are packing up her belongings as her house has been sold. We came across her phone but of course need a passcode to get in to it to erase content and allow it to be reused. Is this possible or is her phone useless no

Even if you erase the phone, it will still be tied to her Apple ID. Unless you know the ID and password, the phone will be Activation Locked. If you can find the original purchase receipt and someone has documents showing they inherited the phone, you can take it to an Apple Store to have her ID removed.
