No matter what I do (and I did try copying all the photos to a new album. It did not work.) I cannot rearrange photos in a shared album I created on my iPad. The photos are in date order and cannot be moved to any other arrangement.

In a shared album the photos will appear in the order you add them to the album. If you want the photos in a particular order in a shared album, you have to add them one-by-one, not all at once, exactly in the order you want. And do it slowly, to give the photos time to sync to all subscribers after adding a photo, or they may still appear in a different order on the devices of the subscribers.

I am not very optimistic, that this will be fixed. Shared albums could never be sorted. It has been this way since the shared albums first came out. Originally they have been called Shared Photo Streams, and the original name made it clear, that they are streams of photos and not albums at all. They have been renamed to Shares albums with iOS 8, and now the users are expecting them to be working like albums, but they are still the old streams.
But it is clearly a bug, that multiple selected photos get rearranged, when adding them to an album or shared album. At least it not user friendly behaviour.
