Why can’t I rearrange my created album? I updated to ios 15.3.1 and now i can’t rearrange my photos in an album I made. I hepatic touch the photo and it moves but when i try to place it the other photos don’t move. Then the photo returns back to where it once was.

Is it a standard album or a shared album? You can only arrange the photos manually in a standard album. Directly after installing a system update Photos may still be busy to update the Photos Library. You may want to wait a few hours until Photos is ready. What is the status bar below "All Photos" showing?

It’s a standard album I added photos from my library and none of the albums I made are allowing me to rearrange them. Under “All photos” it just tells me how many videos and photos I have.
Open Photos, open albums-Recents.
touch three dot at top right.
Select bottom option, “Yours and Shared”
should work now.
