Netflix payment on iTunes

When I try to pay for my Netflix over iTunes it keeps saying insufficient funds. I have $13.73 in my account and my Netflix payment is only $12.99

Is the balance up-to-date, and is there tax to add onto the listed price that would take it over the balance ?
