Problem with apple purchases

Only my apple purchases keep getting declined im able to use my cards on other websites.for example when i wanted to pay my Netflix subscription thru apple purchases it got declined,but when i did it directly from the Netflix website it went thru.it’s driving me crazy cus im not able to pay for neither iTunes/iCloud or any other apple services.
