duplicated playlists when syncing - now even worse with Catalina/Music/iPhone 11

when sync'ing my iPhone, playlists are duplicated on both mac and iPhone e.g. if playlist is called PLAYLIST then a duplicate playlist PLAYLIST 1 will be created. the only resolution is to delete it on both mac and iPhone, sync, and go through this all over again (maybe for the same or different playlist).

this has been an ongoing problem for some time, every sync would result in 1 or 2 dupes, which I have reported on the feedback page multiple times. now under Catalina/Music/iPhone 11 it is much worse - sync'ing music consistently results in multiple playlists duplicated multiple times as many as 10x... PLAYLIST 2, PLAYLIST 3 ... PLAYLIST9 etc
