Apple ID

I’m having trouble with the App Store and my Apple ID(new phone) when I try to download something it says that my ID “hasn’t been yet used in the Apple store”

so when I go to “review” it and fill in the info and press next it comes up with please contact iTunes support for this transaction?? And yes I have my billing stuff already done up on Appleid. Even though I was just trying to download instagram :,) any help is much appreciated
