Can I use iPhotos and NOT have my photos uploaded to the cloud? I have them stored on a NAS storage device and would just like to keep them there, but I'd like the features of iPhotos to be able to view them and create albums, etc.

If you are referring to not copying the image files into the library during import but keeping them on the NAS I strongly recommend against it. That constitutes a "referenced" library and Photos is not well suited for that type of library as Aperture was. This user tip explains it in more detail: Disadvantages of a Referenced Library in Photos for Mac (applies to iPhoto as well).
Running a referenced library with the source files on a NAS is a disaster waiting to happen.
Note that storing your iPhoto Library on a NAS is not supported, and may lead to library corruption.
Yes, you can. You can just go to Photos > Preferences > iCloud, and turn off Photo Stream as well as iCloud photos if they aren't already off.
Thank you! To do this I still must "import" the photos. But they will remain as files on my network storage device, right?
