New iMac running Mojave. When trying to migrate the old iPhoto library (v9.4.3) from its ancient predecessor to Photos 4 on the new machine, I get the attached error message,

How are you trying to migrate the iPhoto library? The message sounds like you are trying to use the File > Import... function, but that's not how to invoke migration.
Close the Photos application, then either drag the iPhoto library onto the icon of the Photos application OR hold down the Option key while launching Photos and select the iPhoto library from the list of libraries presented. Photos will migrate the iPhoto library to a new Photos library with the same name and location.
