using apple pay on mac/safari asks to set up cards on iPhone wallet which it already has

trying to use apple pay in safari on my mac (w/Catalina 10.15.1). My iPhone 11 Pro has wallet set up with cards and setting to allow payment from mac is enabled. I have used apple pay on my iPhone many times, first time trying to do it on mac.


Clicking "Buy with Apple Pay" brings dialogue box "Add Cards to Apple Pay on your iPhone to make purchases on this mac... get started by setting up apple pay on your iPhone" with options to "Cancel" or "Set Up Now" [it already is set up]


Clicking "Set up Now" brings up dialogue box on my iPhone "Set up Apple Pay in the Wallet app... Add cards to Wallet to use Apple Pay in Safari" with options to "Close" or "Add Cards". [it is already set up]


Clicking "Add Cards" takes me to set up screens to add cards to my iPhone. I play along as I have no other path, but adding my card says it already has that card in the wallet, because it is already set up.


If I do nothing on the Mac the first dialogue box times out and says "(null) could not be found to confirm this payment. Make sure "(null)" is nearby, powered on, and has Bluetooth enabled" [it is, and it found it before to prompt the wallet setup]
