I have a MacBook Air (2018) and it is on MacOS 10.15.1, and I am trying to download steam, but when I go to open the .dmg file, it says: Safari cannot open the file because there is no application to open this type of file (.dmg).
Anyone know how to fix this?

Locate the file and double click on it.
If you go to the hard drive, can you access the Applications folder there? If so, try going to Finder/Preferences/Sidebar/Favorites and uncheck the Applications folder. Force quit Finder (command - option/alt - esc). Then go back to Preferences and check the Applications box. Test.
For the dmg, does control - click/Open work?
You should be able to open any .dmg, whether installer, or container for files, by just double-clicking it. On a case-insensitive, formatted file system, /Applications, or /applications are the same.
Uncheck that Safari Preference : General : Open "safe" files after downloading. This will prevent these messages in the future. You can single-click items in the Downloads Dock item (by the Trash) to open in your Downloads folder. This will pop a new Finder window for you.
that did not help because it still says that there is no available applications to open it, even though I'm pretty sure you use disk utility to open it. also, I can't open the folder "applications" in the finder because it says "the original item could not be found."
