I am confused by the question here. Outlook.com is a 3rd party account, if im receiving email in Mail app but not webmail in my iCloud mail, then the problem wouldn't be anything todo with the account im sending the email from, your IMAP server is clearly delivering or seeing mail quicker than your webmail, as the IMAP and Webmail is managed by you. I am also seeing the same problems with other mails, such as bills, mobile phone and newsletters so I dont see how testing from another account will help with this at all - as again - I get the email almost instantly using IMAP connection and the mail app, just not webmail.
Same with the network, I dont have a network issue. I have tried webmail on two Macs work and home. So yes I have tried two networks and the same things happens, but again bit of a odd step to even mention when I am not experiencing any problems with loading iCloud.com or slowness, the problem is simply that webmail has a delay on the email coming in...... which has only been happening for am month or so I believe..... I have contacted support, and with things like this which clearly are not a simple setting or fix, it ends up going nowhere with apple support unfortunately, hence posting here to see if anyone else is experiencing the same problems.
