Have a new phone can’t get in touch with my carrier to activate my new phone need help.

If you need to activate your phone on the carrier network, then you will need to find a way to contact them. Why can’t you contact them?
I really don’t know why wen I do try to call 611 or 411 or 711 it tells me to hing up and contact my carrier I can’t get pass that stage‼️
