There is no way to bypass that. If you have forgotten the passcode, your only option is to restore the iPhone to factory and set it up as new. i found signing out of my device on the iCloud menu in the settings and signing in again worked and got rid of the settings. but that maybe subjective not sure.

Then that was not a problem with Screen Time. That was an issue with your App Store. No matter, I'm glad you got it working.
